review: Delete local drafts - #1441

Draft IDs remain visible after creation. Users need a local removal path before publication. `gs review delete` removes drafts by branch-local ID. Delete the requested JSON members as one replayable transformation. A missing ID aborts the complete mutation, while storage retries preserve concurrent additions. Resolve the default branch at the command boundary, and require it to remain tracked when deletion commits.
