- Observe approval logs for approved and denied review decisions

With a reviewer configured, the approval plugin makes runner-managed LLMAgents
wait for the completed assistant/tool-call event's persistence acknowledgement
before tool callbacks run. This includes serial and parallel tools and candidate
attempts, so the reviewer can read the current assistant message and all tool
calls in that response from the session. Existing transcript filters and size
limits still apply. If synchronization fails, tool processing stops.

Resolved

Partial responses remain streaming. Standalone agents without a completion
consumer and runs without a configured reviewer retain their existing behavior.
Approval still runs in `BeforeTool`; this does not change callback ordering or
the `Reviewer` interface.

For native Graph LLM nodes, enable
`agent.WithGraphEmitFinalModelResponses(true)` to make completed model responses
available in the session transcript. Graph's existing node barrier orders those
events before a subsequent tools node; its default response emission policy is
unchanged.

Keep completion-required tool-call responses visible to the runner under GraphTerminalMessagesOnly.

When a nonterminal AgentNode child emits a tool-call response, the Graph message filter drops it without notifying completion. The child LLM flow then blocks in emitLLMResponse until the completion timeout, so tool execution stalls and the node fails. Make the filter hand this event to the runner for persistence, or keep it out of the Graph stream without dropping its completion path.

Review comment at @internal/flow/llmflow/llmflow.go around lines 1213 - 1214:
Update the handling of completion-required tool-call responses in the
`waitForPersistence` branch so `GraphTerminalMessagesOnly` does not drop them
without notifying completion. Ensure the filter either passes the event to the
runner for persistence or keeps it out of the Graph stream while preserving the
completion path used by `emitLLMResponse`.

WithGraphTerminalMessagesOnly(true) 时,child 的完整工具调用事件会被 terminalMessageFilter 过滤。
