plugin/guardrail/approval: synchronize tool-call context before review - #2669
Ensure runner-managed LLMAgents wait for the current complete tool-call response event to be acknowledged before invoking tool callbacks or creating parallel tool session snapshots. This lets BeforeTool reviewers include the current assistant message and tool-call entries in their transcripts.
The approval plugin builds reviewer transcripts from Session.Events. Model responses pass through asynchronous event-forwarding channels, so emitting a response does not mean the Runner has already appended it to the session.
Previously, review could start before that append, leaving the pending Action present but its corresponding assistant/tool-call context absent. Parallel tools could also retain an incomplete session snapshot.
The change synchronizes on the specific response event's completion notification. Cancellation or failure to obtain that notification stops tool processing.
Testing
Deterministic regression coverage for serial/parallel tools, ordinary/candidate execution, and approve/deny decisions. All eight combinations reproduced the missing assistant context before the fix and pass afterward.
Coverage for Graph AgentNode and native LLMNode-to-ToolsNode paths, invocation cloning, cancellation, partial responses, and runs without synchronization requirements or a completion consumer.
Root build and tests: go build ./... and go test -p 2 ./....
Race tests: go test -race ./agent ./internal/state/barrier ./internal/flow/llmflow ./plugin/guardrail/....
Separate test module: cd test && go test ./....
Targeted Go 1.21.13 regression tests, affected-package lint, formatting, import checks, and git diff --check passed.
Notes for reviewers
The Reviewer interface, BeforeTool callback ordering, and transcript filtering/budget rules remain unchanged.
Partial responses continue streaming. Runs without a configured reviewer and standalone agents without a completion consumer retain their existing behavior.
Native Graph LLM nodes require the existing agent.WithGraphEmitFinalModelResponses(true) option for completed responses to appear in the session transcript. The default emission policy is unchanged.
The existing completion notification confirms event processing has finished; it does not carry AppendEvent errors. This fixes the ordering race under successful session writes without changing persistence-error handling.
Runner-managed LLMAgent runs with an approval reviewer now wait for the current complete assistant/tool-call event to be processed before tool callbacks and parallel tool session snapshots proceed. This gives BeforeTool reviewers the current response and tool calls in the session transcript. The plugin sets this requirement only when a reviewer is configured. Partial responses remain streaming. Runs without an enabled completion consumer do not wait.
The runner preserves completion notifications when event plugins remove or replace events. Graph terminal-message filtering can retain completed messages needed for review and session processing without forwarding them to callers. The default Graph response-emission policy remains unchanged; native Graph LLM nodes need agent.WithGraphEmitFinalModelResponses(true) for final responses to enter the transcript.
Public API and compatibility
The change adds two exported functions to the internal package internal/state/barrier:
These are exported within the Go module’s internal API boundary. Review whether both functions need to be exported or whether a narrower mechanism is sufficient. Confirm that barrier is the right package owner and that these functions do not overlap with or confuse the graph-barrier API. Clarify the meaning of “persistence”: completion acknowledges event processing, not successful AppendEvent. Consider whether the mechanism should support other event synchronization requirements. Document the behavior and compatibility expectations. The change does not modify the review.Reviewer interface or default Graph emission policy.
Behavioral and operational risks
If event emission or the completion wait fails, response processing stops before tool callbacks run. A slow or non-responsive completion consumer can therefore delay or prevent tool execution. The acknowledgement does not confirm that the session append succeeded. Hidden completed Graph messages are processed for session and review purposes but are not forwarded to callers. Partial responses and runs without the synchronization requirement retain their existing behavior.
Recommended validation
Run the targeted tool-call persistence and approval transcript integration tests. Cover serial and parallel tools, ordinary and candidate execution, approval and denial, asynchronous forwarding, cancellation, event replacement, and Graph paths. Verify that timeout or cancellation prevents tool callbacks, and that runs without a reviewer or completion consumer do not block. Then run go test -p 2 ./..., the relevant race tests, and cd test && go test ./.... CI and test results for the current head are not available.
随后运行 go test -p 2 ./...、相关 race 测试,以及 cd test && go test ./...。当前 head 的 CI 和测试结果不可用。
The approval plugin now requests tool-call persistence synchronization when a reviewer is configured. The LLM flow waits for completion of eligible response events before continuing tool processing. Graph forwarding and runner event processing handle hidden events and completion notifications. Tests and documentation cover these paths.

Summary
Persistence requirement and approval wiring agent/invocation.go, internal/state/barrier/barrier.go, internal/state/barrier/barrier_test.go, plugin/guardrail/approval/approval.go, plugin/guardrail/approval/approval_test.go
Invocation state preserves the tool-call persistence flag across clones. The approval plugin sets the flag when a reviewer is configured.
Wait for tool-call event completion internal/flow/llmflow/llmflow.go, internal/flow/llmflow/tool_call_persistence_test.go
For eligible complete tool-call responses, the flow marks the event as requiring completion and waits for its append notice before continuing. Emission and wait errors stop response processing.
Graph forwarding can hide filtered complete tool-call events when persistence is required. The runner tracks original and replacement event completion and excludes hidden events from forwarding and fallback data. Integration tests and the README cover these behaviors and the approval transcript paths.
trpc-group/trpc-agent-go#2724: Both changes synchronize completed model-response events and address event completion and replacement handling.

Merge Risk: Low · up to e8b57
The change makes reviewers see the current assistant message and tool calls before tools run. Graph terminal-only mode no longer appears to stall on hidden tool-call events. The remaining open item is a test whose ordering check could be made more deterministic, so merge risk is low.

Explanation
[#2667] The approval plugin requests synchronization when a reviewer is configured. The LLM flow waits for the complete tool-call event before response processors and parallel snapshots. It skips the wait without a reviewer or completion consumer and stops processing on wait failure. Tests cover asynchronous forwarding, serial and parallel tools, candidate execution, approval and denial, cancellation, partial responses, and Graph paths. Graph filtering and event replacement preserve the processing path and producer notification. Transcript rules and the Reviewer interface remain unchanged. Completion establishes ordering, not append success.

Make the acknowledgement-order assertions detect an early processor run without depending on goroutine timing.
In internal/flow/llmflow/tool_call_persistence_test.go, the ordering checks depend on which goroutine runs first. In the wantWait cases, the processor must not run before acknowledgement. The post.called check at line 82 runs before the test acknowledges at line 86. The beforeAcknowledgement assertion at line 100 records only what the processor observed when it ran. If emitLLMResponse skips AddNoticeChannelAndWait, the processor can run after acknowledged.Store(true). Both assertions then pass. The canceled case has the same race with cancel().
delayedTranscriptAgent in plugin/guardrail/approval/transcript_integration_test.go delays only events where RequiresCompletion is false. Removing only the wait leaves RequiresCompletion set, so no delay applies. That test does not cover this ordering.
Strengthen the existing ordering assertions so that they use controlled synchronization. The test must fail whenever the processor runs before acknowledgement, and the result must not depend on which goroutine runs first. A fixed delay before acknowledgement does not make this check deterministic.

Strengthen the acknowledgement-order checks in the tool-call persistence tests
with controlled synchronization so the test deterministically fails if the

the timing-dependent `post.called` and `beforeAcknowledgement` observations with
a synchronization-based assertion; do not rely on a fixed delay or change
`delayedTranscriptAgent`, which does not cover this ordering.

Keep completion-required tool-call responses visible to the runner under GraphTerminalMessagesOnly.
When a nonterminal AgentNode child emits a tool-call response, the Graph message filter drops it without notifying completion. The child LLM flow then blocks in emitLLMResponse until the completion timeout, so tool execution stalls and the node fails. Make the filter hand this event to the runner for persistence, or keep it out of the Graph stream without dropping its completion path.

What changed
Ensure runner-managed LLMAgents wait for the current complete tool-call response event to be acknowledged before invoking tool callbacks or creating parallel tool session snapshots. This lets BeforeTool reviewers include the current assistant message and tool-call entries in their transcripts.
Fixes #2667.
Why
The approval plugin builds reviewer transcripts from Session.Events. Model responses pass through asynchronous event-forwarding channels, so emitting a response does not mean the Runner has already appended it to the session.
Previously, review could start before that append, leaving the pending Action present but its corresponding assistant/tool-call context absent. Parallel tools could also retain an incomplete session snapshot.
The change synchronizes on the specific response event's completion notification. Cancellation or failure to obtain that notification stops tool processing.
