assertion. With only 2 managers is it not possible for this transaction. The fsm is designed to be generic and support future multilayer interconnects with more than 2 managers. Adding an exclusion rather than changing the RTL.

…pt clearing was incorrect. In order to reproduce the bug, an old version of buildroot from May 2025 was required. The current version does not trigger the "UART slow down."
