fix(helius-mcp): Require email for agent signup - #191

New signups through MCP and CLI now refuse up front, before loading the keypair or calling the API, unless email, first name, and last name are all provided. Previously the check lived only in the SDK's no-project branch. Resume and pending-intent reuse are unchanged. Also drops the CLI's unused createProject wrapper (the legacy wallet free-plan path) and states the contact-info requirement in the onboarding skill references. The up-front contact-info check in the CLI and MCP blocked wallets that already have an account from re-running signup to recover their key. Drop it and rely on the SDK, which asks for email, first and last name only when it has to create a new account. The CLI maps that SDK error to INVALID_INPUT with CLI flag names; the MCP maps it to a validation error. Also correct stale signup guidance: `helius plans` lists the Agent tier as `agent` at $10 one-time, `helius keygen` and the MCP no-key message show the contact flags, and the skills' price and decision tables are updated and recompiled.
