chore(release): prepare helius-mcp 2.3.0 and helius-cli 2.1.1

This PR prepares the next release of both packages and fixes skill guidance that now fails on mainnet

Skill references: maxSupportedTransactionVersion 0 → 1

v1 transactions are live on mainnet. Requests with maxSupportedTransactionVersion: 0 that reach one fail with -32015 Transaction version (1) is not supported. #190 fixed the MCP and CLI code; this fixes the skill references that still told agents to use 0

• Edited the canonical copies only: websockets.md in helius, dflow, jupiter and phantom, plus dflow's integration-patterns.md
• Re-ran compile-skills.ts, which accounts for most of the 63 changed files (plugin, cursor, .agents and system-prompts copies)
• Skill patch bumps in versions.json: helius 1.1.3, helius-dflow 1.3.1, helius-jupiter 1.2.1, helius-phantom 1.0.3

Version bumps

helius-mcp 2.2.0 → 2.3.0. Minor, for the per-request context and a visible change to validation messages. Since 2.2.0:

• Per-request context threaded through handlers and the OWS signer (feat(helius-mcp): Add an Optional Per-Request Context #182, refactor(helius-mcp): Thread the Request Context Through Tool Handlers #185, refactor(helius-mcp): Thread the Request Context Through the OWS Signer #187)
• Mutating actions labelled as writes, plus the hosted-eligibility predicate (fix(helius-mcp): Label Mutating Actions as Writes #181)
• maxSupportedTransactionVersion raised to 1 (fix: Raise maxSupportedTransactionVersion to 1 in mcp and cli #190)
• Email required for new agent signups (fix(helius-mcp): Require email for agent signup #191)
• MCP SDK floor raised to ^1.32.1, clearing the advisories that failed the weekly audit (chore(deps): update in-range deps and raise the MCP SDK floor past 1.31 advisories #194)
• Zod 4 (chore(helius-mcp): migrate to zod 4 #197). Validation error wording changes, e.g., Required → Invalid input: expected string, received undefined. Worth a line in the release notes

helius-cli 2.1.0 → 2.1.1. Patch: fixes and dependency updates only.

• block uses maxSupportedTransactionVersion: 1 (fix: Raise maxSupportedTransactionVersion to 1 in mcp and cli #190)
• Config stored with owner-only permissions (fix(mcp): Store Config With Owner-only Permissions #156)
• Dependency updates, including helius-sdk 3.3.0 (chore(deps): update in-range deps and raise the MCP SDK floor past 1.31 advisories #194)

Not in this PR

The helius-mcp pin in versions.json stays at 2.2.0. Per the pin rules it moves only after 2.3.0 is on npm, in a follow-up PR. sync-check warns about the lag until then, which is expected

Verification

• compile-skills.ts --check in sync
• No maxSupportedTransactionVersion: 0 guidance left in the repo
• Third-party install check passes
• helius-mcp: build, pnpm validate, 371 tests pass
• helius-cli: 66 tests pass
