Upgrade eslint-config-wikimedia, grunt, grunt-cli, grunt-contrib-qunit, grunt-stylelint, qunit, stylelint and stylelint-config-wikimedia to their latest versions. Apply npm audit fix. Keep grunt-eslint at 24.3.0, because eslint-config-wikimedia needs ESLint 8. Keep jquery at ^3.7.1, to match the version in MediaWiki. grunt-contrib-qunit 11 needs Node.js 22. Update the minimum Node.js version and the CI matrix to 22.x and 24.x.
