This can be useful to figure out if any issue resides within yalloc and track down possible inconsistencies with the MSE/MSE4 tracking.
As a tiny few configuration parameters are now dynamic the configuration file alone is not enough to know the runtime state.

LGTM.
Purists may complain you should put the version bump commit last. I won't.
This can be useful in diagnosing certificate deployment and precise state considering the tls.cert.list -j output is more detailed.

This is because new features are soon to be introduced, will (gracefully) fail on currently released versions.
