Pin json below 3 for now: ActiveSupport 8.1.3.1 passes JSON.parse a positional options hash, which json 3 rejects, so reading the example app's flash cookie raised. Rails has fixed this on 8-1-stable, so the pin can go once that's released.
Rails 8.1 requires Ruby 3.2 or newer, so skip it on Ruby 3.0 and 3.1.

Add testing for Rails 8.1. The change for the bug in #191 is pretty gnarly and tied up with Rails, so I added Rails 8.1 to the test matrix ahead of that change.
I plan to merge this PR with broken tests, as they'll be fixed in the next PR.
