Summary

• add a repository-wide .github/CODEOWNERS
• assign @dantaik, @davidtaikocha, and @smtmfft as the default owners for every path

Why

The previous GitHub teams are no longer available. Individual code owners provide a stable review-routing policy consistent with the other Taiko repositories.

Validation

• GitHub CODEOWNERS errors API: no errors
• all three owners have write-or-higher access to taikoxyz/gaiko2
• git diff --check
• go test ./...
• independent correctness/config review: no findings

Operational note

This PR does not modify repository rulesets or branch protection. Once merged, GitHub can automatically request these code owners on subsequent PRs; requiring a code-owner approval must be enabled separately in the repository UI.

Overview
Adds a new .github/CODEOWNERS file so GitHub can route reviews for every path (*) to @dantaik, @davidtaikocha, and @smtmfft as default owners.

This replaces unavailable team-based ownership with individual owners aligned with other Taiko repos; it does not change branch protection or rulesets by itself.
