O bloco permissions: havia sido inserido dentro de on:, deixando o trigger vazio e os triggers reais (pull_request/push/schedule/ workflow_dispatch) indentados como se fossem chaves de permissions. Isso invalidava o workflow (Invalid workflow file). Move os triggers de volta para on: e permissions: para depois, no nivel correto, sem alterar nenhum outro conteudo.
