Exclude all Sniffs include specific Sniff #3975
Description
Is there a way to exclude specific file types from every sniff and then include that file types for specific sniffs?
Like:
<?xml version="1.0"?>
<ruleset xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:noNamespaceSchemaLocation="/vendor/squizlabs/php_codesniffer/phpcs.xsd">
<arg name="extensions" value="php,phtml"/>

<exclude-pattern>*.phtml</exclude-pattern>
</rule>
<rule ref="PSR12.ControlStructures.ControlStructureSpacing">
<include-pattern>*.phtml</include-pattern>
