Description
This PR checks the complete V4 payload attributes in the existing test cases:
prev_randao, fee recipient, parent beacon block root, slot, target gas limit, and withdrawalsThe empty-parent cases include the regression coverage from #9894. After an empty parent, Lighthouse must reuse carried withdrawals instead of computing a new batch.
