Bazel build, for hermetic reproducible builds

Hi,

I have been using your repository for an internal project. We use the bazel build system. As such I have ported over a few of the cmake files in this repository over to bazel. Is there any interest in including this in your repository?

Some of the benefits are;

• Hermetic builds
• Great cross tool support for cross compiling
• etc. there are heaps

I will be maintaining these build files internally anyway and am happy to open source them.
