Arrow keys move a selection highlight through the list, Return brings the selected window forward (the list stays open so you can keep flipping), and Escape dismisses it. Hover and keyboard share one selection so they stay in sync. The list panel becomes key (non-activating, so no app switch) only while it is open to receive these keys; it adds no polling or background work of its own.

Follow-on to #1795 (the stacked-window hover badge / switcher). This adds keyboard navigation to the window list:
How it works: while the list is open, its panel becomes key (as a non-activating panel, so it doesn't switch apps or touch the menu bar) in order to receive the keys; focus returns to the previous window when the list closes. It adds no polling or background work of its own — it's idle unless the list is already open.
Only applies when the stacked-window badge is enabled (off by default, behind
stackBadge).
