@sarahfarnborough-3di I had some concerns about the backport of this PR clobbering the URL of our official Lyrical release notes. I built it locally and ran into the following warnings:

/home/katscott/Code/ros2_documentation/source/Get-Started/About-ROS/About-ROS.rst:144: WARNING: unknown document: '../Releases/Release-Rolling-Ridley' [ref.doc]
/home/katscott/Code/ros2_documentation/source/Get-Started/Installation.rst:30: WARNING: unknown document: 'Releases/Release-Lyrical-Luth' [ref.doc]
/home/katscott/Code/ros2_documentation/source/Releases/Release-Kilted-Kaiju.rst:361: WARNING: unknown document: '../Installation/Alternatives/Windows-Development-Setup' [ref.doc]
/home/katscott/Code/ros2_documentation/source/Releases/Release-Rolling-Ridley.rst:41: WARNING: 'any' reference target not found: ../Installation [ref.any]

The good news is that I think all of the paths land in the right spot so my concerns were unfounded (see the images below).

If you can address the warnings and the CI issues I'll gladly approve this.
