Description

R-devel reads DCF files as UTF-8 and escapes invalid bytes instead of converting them using the Encoding field. This caused the Latin-1 surveillance fixture to lose Michael Höhle's name. Newly enabled snapshots also exposed a pre-existing CRAN detection problem: CI used cloud.R-project.org while the test catalogue used cloud.r-project.org.

• normalize legacy DESCRIPTION input before parsing, preserve CITATION encoding and leave source files unchanged
• normalize repository domain case and trailing slashes, respect host and path boundaries and handle duplicate catalogue entries
• align the simulated test catalogue with its configured repository
• run version-dependent snapshots on R >= 4.6.0 and add regression tests
• document exported as.cff(x) usage for R-devel checks
• update README usage figures and CodeMeta file size

Testing

• complete devtools::test() suite passed on R 4.6.1 and R 4.7.0-devel before the CRAN follow-up, with a valid UTF-8 locale and TESTTHAT_PARALLEL=FALSE
• CRAN regression tests passed on R 4.6.1 and R 4.7.0-devel; affected creation and merging tests passed with CI's repository configuration
• existing snapshots match without updates
• R-devel documentation checks and pkgdown::check_pkgdown() passed
• devtools::lint() reported no lints; jarl check . passed
