I notice this issue when i upgrade from php8.2 to php8.3

I've marked this as feature rather than bug because we've been keeping track of newer PHP version support in #1003 already.

I've merged #1097 earlier today which should finally bring full support for PHP 8.3+. This is part of a larger effort reviving Ratchet as discussed in #1054, solving many other issues along the way.
