meson-python now has a release with Android support, so it no longer needs to be installed from its main branch.
Make the test require an external library (OpenBLAS), discovered using pkgconf. This would have caught pkgconf's recent incompatible change, which required most users to change their command from
pkgconftopkgconf-pypi.
