wayland/decoration: Make default decoration mode configurable

Implements the compositor side of #1132, needs a corresponding cosmic-settings PR to toggle the config key, but this can be merged independently since the old behavior is the default.

Tested with QT6 apps, which is as far as I am aware the only major toolkit not requesting a particular mode despite supporting the protocol.
