Add more helpful information to the README

While the README was greatly improved by #4 it could still be improved further.
Some ideas for further improvement are:

• Add links to other /dev/mem helpers and document what memtool does better.
• Add a reference to barebox, as the sub-commands are inspired by it.
• Move the information from README.devel to README.md or at least reference it
