Include the Fedora 44 and 45 riscv64 repositories in our shipped
repositories. Note that 45 is still rawhide in riscv-land.

Set the buildroots for riscv64 to use the available buildroot we have
currently. We don't have anything newer than Fedora 43 so use that for
everything that comes after.

Ensure the pipeline generators for the Anaconda installer and EFI boot
tree are familiar with the concept of riscv64 existing.

Introduce the riscv64 installer platform that includes the necessary
packages for an installer and its buildroot.

Also fix up the platform UEFI vendor as it has changed.
