Add Tale to 项目管理 / Project management
Tale is an MIT-licensed project workspace for teams and AI agents. It combines shared project tasks with agent delegation, persistent sandbox workspaces, and review of reports and delivered files. Self-hosted and managed deployment are available; runtime/model credentials are configured separately.
This adds one YAML record in the existing project-management category. English and Chinese descriptions have equivalent meaning. The generated READMEs are left to the documented action.
