Add Orbit by Noveum

Adds Orbit by Noveum to the existing project-management/issue-tracking category. Orbit is a free, Apache-2.0 application with realtime issues, projects, sprints, docs and files.

Self-hosting uses PostgreSQL, Redis and private object storage. Deployment support is still being validated; this entry does not claim universal provider compatibility or enterprise production certification.

Checked existing entries and open/closed issues and pull requests for duplicates. The change adds only the required YAML source with all five fields, including Chinese and English descriptions. Generated READMEs were left untouched. YAML parsing and required-field validation passed. Diff whitespace checks passed.
