Copilot has no skill/plugin loader, so the Codex-style .agents/skills vendoring was never consumed. Move the skill to a Copilot-visible setup: - Add .github/instructions/ehrql.instructions.md (Copilot Chat, path-scoped to analysis/**, codelists/**, dummy-tables/**) and AGENTS.md (Copilot coding agent), both summarising the workflow and pointing at the library. - Relocate .agents/skills/ehrql-dataset-authoring -> .github/skills/, drop the Codex-only .agents/README.md and agents/openai.yaml. - Trim SKILL.md and references/source-index.md to what runs in this repo: drop the plugin-root / scaffold-script / SessionStart / uv / .venv machinery; ehrQL is invoked via `opensafely exec ehrql:v1` (matching project.yaml), with bare `ehrql` noted as the Codespace-image equivalent. - Update README.md "AI-assisted ehrQL development" for the Copilot setup.
