Allow pantry guests to request/vote on new/unavailable items

This is entirely speculative and likely a whole new page/section of app functionality but may be valuable to pantries in meeting needs. May be blocked by fixing offer/meal functionality

Might also tie into USDA db and/or openfoodfacts ticket for requesting/suggesting food items that are or can be tracked there, but probably that won't/shouldn't be the only things that can't be requested, just a good starting point that helps make specific if/when specificity is available
