[Test] Add testcase for Settelment period #740
Description
Add test cases for the settlement period calculation function.
Include edge case coverage for:
- Long daylight duration days
- Short daylight duration days
- Summer time scenarios
- Winter time scenarios
Ensure the calculation behaves correctly across seasonal time variations and boundary conditions.
