Description

The OCF logo added to the Scalar sidebar in #394 returns 404 on dev.

static/ files reach the image through [tool.setuptools.package-data], which didn't include .svg in accepted filetypes / endings. The image installs the package non-editably and copies only the venv into the runtime stage, so logo-ocf.svg was missing. Locally it is read straight from src/, so couldn't tell before deploying to dev 😅

Adds *.svg to that list.

How Has This Been Tested?

Built the wheel with uv build --wheel; quartz_api/static/logo-ocf.svg is now included.

Self-hosts Matter XH and Matter SemiMono the same way the frontend does,
so the docs match the rest of the product, and turns off Scalar's default
fonts, which fetched Inter and JetBrains Mono from Google for nothing.

woff2 is added to package-data -- without it the fonts are absent from the
built image and the page falls back to system sans, the same way the SVGs
went missing in #395.

The header row was an even split, so the title wrapped while the contact
link sat in a mostly empty column. It is two thirds to one third above
1100px; below that Scalar collapses the row itself via a container query,
which carries no specificity, so the override is scoped to leave it alone.

* v1 docs: rebrand to OCF Energy API

Drops Quartz from the v1 docs title, intro and contact details, and moves
support to support@ocf.energy. The OpenAPI contact block is now passed per
app so v0 keeps its existing Quartz details unchanged.

Sign-up link points at app.ocf.energy, the new production frontend.

* v1 docs: give the intro room and a real heading scale

The intro rendered in the same narrow column as an endpoint description,
leaving the prose cramped while the cards beside it had room spare. Scalar
has no option for this, so the flex columns it already emits are
rebalanced: the text takes the free space, the cards a fixed width.

Scalar also renders every heading level in the description identically --
h2 and h3 were both 16px/600 in one colour -- so a nested heading read as
another top-level one. Headings now have a scale, and the section is set
from one base size, with the levels in em.

Selected by tag and by what a column contains, so editing the description
cannot break the layout.

Resources is split into headed subsections rather than a bullet list.

* v1 docs: use Matter in the docs, and widen the title

Self-hosts Matter XH and Matter SemiMono the same way the frontend does,
so the docs match the rest of the product, and turns off Scalar's default
fonts, which fetched Inter and JetBrains Mono from Google for nothing.
