Add DE but hide in docs #413

Detailed Description

We are currently deploying DE, so we dont want to show it on the api. We've done this with stages.
This might make other deploys like API checks and cypress testing a bit harder.

Context

• grey area bewteen full release and deployment
• users need to be admin, or have DE permission to get DE forecasts

Possible Implementation

• Could the DE API routes be active, but just not available in the docs.
