Adds the openPMD extension for the Reduced Hydrogen INventory Optimization (RHINO) model to estimate the for fusion fuel-cycle inventory.

Adds the file
EXT_RHINO.mdto introduce the openPMD schema for RHINO.Reference: Malone et al., Fusion Engineering and Design 206, 114563, 2024.
Affected Components
No changes to other components, logic, or writers.
Data Converter
The code to convert RHINO outputs from the raw pickles files into openPMD/ADIOS2 can be found in a dedicated repository.
