Create semconv-network-approvers group

Now that the Network semantic conventions project is active, we need a dedicated approvers group to triage and review network-related PRs and issues in the semantic-conventions repo. This group will own the area:network, area:source, area:destination, and area:dns areas.

Proposed initial members (TC + project leads): @lmolkova, @svencowart, @ajimenez1503, @braydonk

Like the other semconv-*-approvers groups, this team will need to be added as a collaborator on open-telemetry/semantic-conventions.

@lmolkova did you create this on the UI directly? Asking becuse I didn't see a PR on the admin repo. If so, this might get deleted, you need to create on the admin repo, similar to https://github.com/open-telemetry/admin/pull/713
