This opam root upgrade is triggered only if there is an already present archive repository, generated from old OPAMREPOSITORYTARRING usage, or 2.1 (that does it automatically). It reconstruct that archive in the new version of repository storage archive (no root directory).

memoisation would blow up ram usage. I don't think it would be wise to have that
