Advanced LabAPI support

This PR enhances the Plugins Management system to support different LabAPI paths configurations. To achieve this goal the following mechanisms were implemented:

• On start LocalAdmin loads LabAPI paths configuration, if an error occurs the default configuration is used instead.
• Plugin manager subcommands no longer use local/global flags.
• New plugin manager subcommand paths allows the user to see or change paths used for new plugin installations.
• Installed plugins and dependencies store their file path in manifest file for use on update, deletion or maintenance.
• Plugins maintenance subcommands now also purges plugins and dependencies from folders which are no longer in use.

Tested plugin manager subcommands on local server instance.

I'm still not sure if maintenance purge is a good change, could introduce more issues than it's worth. Could use a second opinion on this.
