Mirrors the set up we have for ncov, with seasonal-flu/gisaid/ and seasonal-flu/open/. Defaults to the GISAID builds since the open builds do not have as much data. Bumps the `RESOURCE_INDEX` version since this will affect the contents of the JSON.
6 tasks
Redirect old builds to "/seasonal-flu/gisaid/" since the core builds were exclusively GISAID builds. This requires two separate redirects since we have both the old nested "/flu/seasonal" URLs and the latest "/seasonal-flu" URLs.

Description of proposed changes
Update manifest to split seasonal-flu into GISAID and open builds. Includes redirects for previous core seasonal-flu builds to redirect to seasonal-flu/gisaid/*.
