Summary

  • Updated TRANSLATING.md to rename "How Automatic Translation Updates Work" → "How Translation Updates Work" and rewrite the section to describe the manual triggering process
  • Updated the Mermaid flowchart to show maintainer-triggered workflow and emphasize prompt merging of translation PRs
  • Updated CONTRIBUTING.md to replace the claim about automatic re-translation with a note about manual triggering
  • Cleaned up translate.yml workflow comments to remove the old commented-out push trigger block

Update docs to reflect manual translation workflow

Translation runs are no longer triggered automatically on push.
They are now triggered manually by maintainers, typically ahead
of a new release. Update TRANSLATING.md, CONTRIBUTING.md, and
the translate.yml workflow comments accordingly.
