Link to individual announcement does not work

Steps to reproduce

1. Create several announcements
2. Find them in the dashboard and click on one of them

Expected behaviour

The announcements centre switches into a state that scrolls to the selected announcement.

Actual behaviour

The announcements centre opens, but nothing is different from opening it through the navigation bar. No individual announcement is highlighted or displayed alone.

Plus comments will not work #696

This may suggest that something general may be broken here, which resolves both cases.

Server configuration

The issue template app is outdated and needs fixes.
