Pin actions/checkout and actions/setup-python to full commit SHAs instead of mutable version tags (Semgrep github-actions-mutable-action-tag). Fix mismatched version comment on the pypa/gh-action-pypi-publish pin, which pointed to v1.14.1 but was labeled with the mutable release/v1 branch name (zizmor/GHAS finding).
