chore: prepare FunASR 1.4.2 release

Summary

• bump the Python package and release contract to 1.4.2
• add the August 14 release note in all four maintained README languages
• package the punctuation alignment and distributed-training fixes merged since 1.4.1; the matching source tag will also include llama.cpp SRT and runtime v0.2.0 AMD Vulkan updates

Verification

• release-contract TDD red state: 2 expected failures before the version/docs update
• focused regression suite: 19 passed
• installed-wheel + AutoModel regression suite: 20 passed
• package metadata, package data, install-command, Markdown-link, and canonical-link suite: 22 passed
• broad local suite: 459 passed, 1 skipped; the one environment-only AutoModel failure was rerun with the candidate wheel and complete dependencies and passed
• twine check: wheel and sdist passed
• clean wheel install reports funasr==1.4.2; sdist embeds funasr/version.txt as 1.4.2
• git diff --check: passed
