[harfbuzz] Update to 14.3.0

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version, or no changes were necessary.
• Any fixed CI baseline and CI feature baseline entries are removed from that file, or no entries needed to be changed.
• All patch files in the port are applied and succeed.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Exactly one version is added in each modified versions file.

ignore-unused-template.patch is no longer needed - the unused-template warning is suppressed in the upstream file.

Not sure what the qtwebengine failure is about (the release build worked fine on x64-windows-release).
Debugging this port is somewhat beyond my capabilities though.

There's an unfortunate intermittent failure with that we have been unable to consistently repro / fix / understand ( #52685 )

GPT 5.6 Sol observes:

harfbuzzConfig.cmake.in unconditionally requires FreeType, causing core-only CMake consumption to fail.
vcpkg.json omits the standard MIT license used by src/ms-use

Would you consider ajtribick#4 ? (I'm only "request changes" over the licensing thing but the Freetype thing seems plausible)
