- Add a native-backed dispatcher that holds one Java global reference per dispatcher. - Preserve FIFO snapshot processing while keeping at most one report-thread task in flight. - Drop queued snapshots on close and cover FIFO and close behavior with Android tests. TEST: Java lint, Android checkstyle, coding style, and open source keyword checks; JNI generation; Android instrumentation test added (not run locally)
