- Add a reusable Windows overlay window and synchronize cover view bounds with platform rendering. - Route pointer coordinates through the host window and honor event-through for hover and pointer hit testing. - Avoid the Windows SDK ReportEvent macro collision in performance event reporting. TEST: Not run (commit consolidation only). SkipChecks: cpplint
