- Defer resource provider copies until the registry is first accessed. - Skip memory usage and frame recorder registration for static embedded pages. - Avoid creating a layout proxy for LayoutInElement and make layout dispatch null-safe. - Add Android coverage for the deferred and skipped infrastructure. issue: f-7365844749 AutoSubmit: true
