[BugFix][List] Resolve native list settings without attributes - #8826

- Resolve native list configuration during initial element preparation even when no attributes are dirty. - Add coverage for environment and page configuration fallbacks and platform tag resolution. TEST: Built dom_unittest_exec and ran ListElementTest.* with 15 tests passing.
