fix(lab): restack and harden CL-10 integration

Restacks PR #1510 on the current cl10-public-core head and applies the review fixes: transactional community-cache mutation, cached verified community summaries, single provenance commit, a narrower root Lab export surface, and focused lock regression coverage. The pre-restack head is preserved at backup/cl10-integration-b27efaee.
