What this PR does / why we need it

I would like to apply to become a top-level approver for the KubeEdge Dashboard project.

I am currently a top-level reviewer of the Dashboard repository and have contributed to the project through architecture development, documentation improvements, and project maintenance.

Some of my previous contributions include:

• Add an example of building the image locally to the README. #48 — Added documentation for building the Dashboard image locally
• Feature Development: Changes to the BFF Architecture #50 — Introduced and implemented changes to the Dashboard BFF architecture
• Apply to be a reviewer #64 — Applied for and became a top-level reviewer of the Dashboard project

As an approver, I would like to take more responsibility for:

• reviewing Dashboard UI and BFF changes;
• maintaining architecture and API consistency;
• improving code quality and project documentation;
• helping contributors participate in the Dashboard project;
• supporting the continued maintenance and development of the project.
