Summary

Add inline_macro_t struct to support inline macros with arguments
Update key_action_t.inlineMacro to use pointer to inline_macro_t
Add TEST_SET_MACRO_WITH_ARGS test macro for parameterized inline macros
Implement getMacroArgument helper that checks inline args first, then config buffer
