Program dashboard / Manage Program / Users / Joined On column shows weird date in both Prod and QA

Steps To Reproduce

Steps to reproduce the behaviour:

1. Go to 'https://platform.icgc-argo.org'
2. Login as DCC Member
3. Click on any of the programs
4. Click Manage Program
5. Check the content in column Joined On

Expected behaviour

It should display the correct date when the users joined the program.
