Companion to hudikhq/hoodik#224. The shared transfer and cryptfns crates moved to reqwest 0.12, rustls 0.23 and rsa 0.9 there; this regenerates rust/Cargo.lock so the app builds against the same resolution.

The part that matters for users: webpki-roots goes from 0.25.4 to 1.0.10, which removes emSign ECC Root CA - G3. The transfer crate uses that bundled store for chunk uploads and downloads, so until this lands the shipped app trusts a root every root program distrusted on 2026-10-20 after eight eMudhra intermediates were found with recoverable private keys.

No source changes. CI builds against the hoodik branch of the same name via clone-hoodik; merge hoodik#224 first, after which this builds against master as usual.

Verified locally: cargo check and cargo test (27) in rust/, no aws-lc-rs in the tree.

Made with Cursor

Picks up reqwest 0.12, rustls 0.23 and rsa 0.9 from hoodik, and with
them webpki-roots 1.0.10, which drops emSign ECC Root CA - G3. The
transfer crate trusts that store for every chunk it moves, so the app
otherwise keeps trusting a root every root program distrusted on
2026-10-20.
