Add an optional skill name to tool-execution APIs in Go, Python, TypeScript/JavaScript, Java, and .NET. When instrumentation sets it for a skill load, the
execute_toolspan emits the name asagento11y.skill.name.OpenTelemetry has not merged a skill convention. genai#86 discusses recording load metadata on
execute_toolspans. Draft genai#463 proposes broadergen_ai.skill.*fields and metrics. Because it's not decided yet, the attribute stays in theagento11ynamespace.
