Introduce a local OpenAI-compatible API server and FRP tunnel support. Adds a Ktor-based server (OpenAiApiServer, models, and request/streaming handling), a foreground Service, ViewModel, and Compose UI screen to configure/start the server. Adds FrpManager to import/run frpc, UI for FRP config, and helpers to import/delete the binary. Persisted settings and secrets updated (DataStoreRepository + proto changes). AndroidManifest, Gradle deps (Ktor server libs) and strings updated; navigation and home UI linked to the new screen. Includes network/foreground permissions and utilities for model integration and API-key auth.
